Sweden and Norway plan to postpone the fines for not using the new version tachographs

On August 21st, 2023, a law entered into force in the European Union, according to which all newly registered trucks must have the new 2.0 version tachographs installed. However, as many haulers are failing to install these tachographs in time, the Swedish and Norwegian Governments have decided to not fine drivers who are not using the correct type of tachographs for now.

The new version 2.0 tachographs differ from the older ones in their efficiency and the greater variety of options that they offer. They automatically and precisely register the location of a vehicle when it’s passing a border, they are more efficient at recording the actions of the driver, and can register the type of cargo being transported. However, most haulers have not managed to install these devices in the newly registered trucks in time. An additional problem is also the fact that the new tachographs must be able to authenticate the signal coming from the OSNMA satellite. However, there are problems with trying to make this satellite fully operational. At the same time, the haulers themselves are facing a shortage of the new tachographs.

Taking into account the current situation, the Swedish Government decided not to impose fines for the use of older tachographs in newly registered trucks until January 31st, 2024. The Norwegian Government will not impose fines on national transport driving within the territory of the country until September 30th. It is possible that similar measures will be taken by other EU countries. According to the World Road Transport Organisation, this law and the shortage of tachographs could put 20,000 to 40,000 trucks at a standstill. Therefore, it is expected that by the end of 2023, most EU states will enter a grace period and choose to postpone the implementation of fines.
